UPVC Windows, poor fit?

Hi I have had some UPVC windows fitted and 3 of my windows have 30mm gap on outside and inside have they been measured short ?

Looks like it, some fool who likes taking his food on a hospital drip, tried to fit some windows for me once, I caught just after he had fixed a piece of cloaking to try and hide it, so I made him go back and remove them
