I've just taken out a 9448+ unit, but would like to use it as a test alarm to test a circuit i'm making to sent alerts.

I want to use the main alarm panel without a bellbox, so can i loop 0v to TR on the panel to make it think a bell is present?

Also i'd loop out global tamper and just set any zones that wont be used to be deactivated.

Anything else i'd need to do or am i going about this wrong anyway?

It's fine, do as you say, just loop out the zones you are not needing, much better/safer than setting the zones as you say, no mistakes then.

Only bits of waste wire you know.
