If you use the right app for it I'm sure they can.
It would use the phone microphone and send the audio to the earbuds, I suspect a slight delay.
I'm not gonna search but if you do I'm sure there must be a few apps already.
Although if your going to try, I'd try some cheaper copy earbuds unless you already have the expensive apple ones.

TBH I'd like to try this (on android) myself, as I do have a pair of ordinary hearing aids but don't wear them at work as it's too noisy.
I cannot hear the radio well so could simply use in ear speakers to listen to music and use it for an amplifier (well the latter will be the excuse lol)
