It looks excessively damp, doesn't look normal at all.
I can see it's lower than the paving around the corner. Have you checked the levels to see where it runs off to? Also go for a walk when it's raining heavily, see what's actually going on.
That gully is stuffed full of crap, can't see how any water could get down it.
Think you need a bit more thought and work than chucking a bit of bleach on it, you're looking at the symptoms instead of the cause.
