Depending on the turbo fitted, most have a control rod coming out of the middle going to a vacuum actuator (piston). The rod has seized in the low boost position, needs a good clean and freeing out.
VW will not do this for you, because they are to expensive per hour and it may stick again. So you will have to do it yourself. or go to a good back street garage. Make it clear to them that if it sticks again, you will be OK with getting them to have another go.
If you haven't got a variable boost turbo (as above) you must be down on boost pressure, due to a failed turbo, or an air leak between the turbo and the engine. If you follow the pipes they go to a radiator out front (intercooler) and back to the engine, so everything will need to be checked.
