why ACB is not using in 11KV instead of VCB

The vacuum in the breaker extinguishes the arc when switching high voltage currents.Also the service intervals tend to be longer with vacuum breakers than with air circuit breakers

You really should post this on the IET as there are some pretty knowledgable folks on there....
