Vailant combi-boilers pressure will not top up

My Vailant combi-boilers pressure will not top up when i turn the valve on
the pressure is at 1/2 a bar so i've turned the heating down to a minimum but i have no hot water, there is no error code showing.

does anyone have a clue ?
