Vaillant Ecomax pro 18e error code F17

Wondering if anyone has experienced the above error code. The F17 code relates to fault (less than 170 volts) and suggests 1. Check electrical supply 2.check polarity 3.Check fan, both electrical supply and polarity are okay..fan seems to go through its usual start up/purge for a bit, then stops, relay on the main pcb kicks in then up flashes F17. Spoke to Vaillant tech, they seem to think the(seperate)ignition transformer is duff and that they have changed the layout of that system and that I have to change the whole pcb and set up. Anyway I have replaced the Igniton transformer but still fault F17 appears..Any help would be appreciated.
