Three possible reasons for the problem:

1. The mains water pressure is too low to fill the system - unlikely. Check kitchen cold tap for supply.
2. One of the taps is in the wrong position. The grey handles should be parallel with the pipes / valves to be open. One could have been left open and you've closed it.
3. The filling loop is blocked.

If not 1. or 2, then unless you are pretty good with plumbing, you'd be wise to get someone in.

If 3. and you feel up to it, get the installation manual (Internet if you haven't got the book), turn off both valves. Remove right hand end of filling device (diagram 10.3). Turn inlet valve (5) on and off very quickly. If water comes out there's a supply from the mains. Turn stop valve (3) on and off very quickly. If water comes out its a mystery and you'll definitely need help. If no water comes out, flexible pipe is blocked. Replace. In my experience the valves each end are flaky and likely to pass water, so you might end up replacing both valves and the flexible pipe and fittings - something over £100.

Could be that the handles have come loose on the spindles - quite common. There's a screw holding them in place, remove it and pull the handle off, then get a spanner and open the valves with that instead
