Take taps out and rebed them with wall plaster (skimming) let it set, no probs,until you have to replace them.

I cannot recall where they came from but I recall seeing devices that allowed water to flow from a tap for a short while and then shut off. They stayed shut until the tap was turned off when they reset. Next time the tap was turned on the water would flow for a short while before stopping.

These were fitted in the pipes under the wash basins at an un-attended motorway rest area in Germany.

Though I quess determined vandals would rip them out as well.
