velux flashing

I had a velux window fitted recently , but has been leaking. My roof has rosemary tiles and the velux window has been fitted with a tile flashing but another roofer says it should be a slate flashing.
can anyone advise.

The peculiarities of snow and ice can play havoc with any flashings and may be attributed to adverse weather.

Also, what is the pitch of the roof?
