velux window s to new roof

Hi ,we are having a new roof installed and have decided to have velux windows to pitch roof to give extra light ,(marley ludlow
concrete tiles and tyvek underlay with lead flashing to other windows).Do we need the flashing kit that is bought separately? the roofer who is tiling says he can do the flashing with lead ,do we still need the velux flashing kit?
Also we are having upvc windows installed ,the window company says we should not have locking handles to upstairs windows because of regulations is he correct ?

I would buy the flashing kit as it is custom made for the Velux. The roofer may well be able to flash it in lead but at what cost. Lead is no cheaper than the flashing kit and then the time it takes him to install and dress the lead and possibly have to weld a back flashing and apron. As for the upstairs windows, i'm pretty sure that you can have lockable windows upstairs but it is recommended that you have the key on a hook within reach in case of emergencies.
