I have two large velux windows which open with a bar. Now neither of them open more than 3 inches. I have tried wd40 on them but no joy. I really don't want to force them in case they break and I can't get them shut again. That would be a disaster. Do i need new hinges maybe? Any ideas please?

They may well have stops on the hinges to prevent kids climbing out, check the runners for little catches.
