I don't think it is how it is wired because it was fine when first installed. I do have a low voltage spot light in the lighting circuit. Someone mentioned that might be an issue.

Vent-Axia Bathroom fan - spins very slowly/loudly, but under timer works fine?

I would be interested to know that, too.
It sounded to me as if it could be due to a fault in the timer module electronics, such that the module's control of the fan was going all wrong whilst the 'switched live' (from the light) was 'live'.
