Vent cowl leak

We have had a leak in our conservatory when the wind and rain blows a certain way a damp patch appears on the conservatory wall.
I waited for it to dry and then I wet the vent cowl to see if this was the issue. The damp patch reappeared.
What is the best way to remove/block up the vent?
