Hi
My sister has had an old backboiler taken out along with the fireplace that covered it and she want`s to brick up and plaster the old hole and hang a modern wall mounted fireplace.
Ive heard she will need to put an airbrick in the newly covered chimney breast, why is this and is it a building reg?

.

yes your sis will have to fit a vent below her new wall mounted fire, she will also have to get a vented cap fitted to her chimneyhead.
this is to maintain an airflow in the now obsolete chimney breast and to keep dampness at bay.

if it is a gas fire a floor or wall vent should be fitted as well.
