Very hot radiators

Hi, all of my radiators were mad hot when I got in today, even though the hall thermostat was set to 10c.

After experimenting with the timers, I have discovered that the rads become hot (even if the heating is set to off on the timer) and that the only way I can stop the heating from coming on is to also turn the HW off.

Help!
