VOKERA EXCELL 80

Hello,
I think my Vokera Excell 80 is possibly overheating, can anyone point me to the problem area/ areas?

The Boiler case is hot to touch, the selector switch is set at 0 which should be the off position, therefore only the pilot light is lit, however, the temperature guage is reading 60 degrees.
Is this a PCB fault?
