vokera linea 28 flow dhw problems

i have a vokera linea 28 and the dhw has very slow flow the cold going in is very good i've opened the flow valve to the maximum does anyone know if there is a way in which i can get the hot water to flow faster
 
How low - could you measure it in say a calibrated jug or bucket, in litres per minute.
Should be about 10l/minute I expect.
Are you in a VERY hard water area?
