Most likely the boiler was installed without power flushing the system in accordance with British Standards.
Dirt from the radiators will have partially blocked the plate heat exchanger. It needs to be replaced or cleaned.
It is really the installers fault but so often the owner chooses the cheapest installer without considering what he is getting for his money.

If you have a voroka I suggest you see your doctor about it he may be able to prescribe some cream 
BOB DOLE (sorry I mean dave 3) comes out with some good threads.
