wall metal detector

I want to put up shelves in a bedroom in my 3 year old flat.

Before drilling the holes I tested the wall with a metal /voltage detector.
On a metal seting it buzzed up and down the whole wall - it's an external wall.
There was nowhere on the wall that doesn't appear to have metal behind the plaster board. How can this be?
I tested the detector on an internal wall and it works fine.

Any ideas please?

Just don't drill inline with the sockets or switches and you will be fine

You don't want to find out that the spark was incompetent the hard way.
