wall paint bubbling

My bathroom exterior wall has a patch of paint bubbling like damp. It's above tiles next to a window. There's no damp on the window resesses. This patch is on a wall plastered 6 years ago.next to double glazing
The recessed bit with the sill is sound. I don't understand why this patch has come up. It's not near water. Any idea s please?
