Wallpaper has pulled paint off wall

Hi

I've removed wallpaper from my bathroom and it has pulled a lot of the paint off the wall (see picture)

Would this be the best way forward...

1. Scape off the remaining paint (it comes off very Or)

2. Paint the wall with a watered down matt emulsion

3. Finish off with a couple of coats of bathroom paint (e.g. Dulux Bathroom plus)

In this case, I, personally, would take a decorators knife and scrape away anything that is coming away easily. Then I would paint the raw plaster with a thin mist coat. Then I would sand down anything that isn't smooth around the (previously) raw plaster. Next I would skim fill anything that might not look flatly smooth when painted. Sand that down when dry and then look at finishing from there.
