found my walls have a base of whitewash which prevents new wallpaper adhering,how can i overcome this problem,will a coating of boiled linseed oil neutralise the whitewash

Wouldn't boiled linseed take ages to dry, if ever in current temps?
You need a primer sealer, there are several such as bin, cover stain and my favourite gardz, all are made by zinsser. Its worth removing as much as you can with a damp cloth first.
I have never heard of linseed oil either but I guess that it prevents the moisture from the paste reactivating the wash. I too would have thought that linseed oil would take months to cure. Shellac based products such as the previously mention BIN will take minutes to "dry"
Have found in the past washing down the whitewashed walls then applying a coat of stabilising solution achieves the required result, for redecorating.
Make sure there is plenty of ventilation when applying the stabiliser.
Whitewashed/Distemper walls and ceilings have all but disappeared now, thank goodness, were very common a couple of decades or so ago
Never heard of the Linseed Oil treatment would have thought that would leach through the wallpaper
