Washer between tap and top of basin?

Just get a set of 2 taps for our bathroom sink. When I fit our kitchen tap the fitting was like this:

Tap
----
Washer
----
Sink
----
Washer
---
Nut


But with these new bathroom taps I've got there's no washer supplied to go between the tap and the top of the basin:

Tap
---
Basin
---
Washer
---
Nut


Does this sound right? What's to stop water seeping in between the tap and the basin because without a washer the joint can't be water tight? The instructions show the diagram as above without a washer.
 
has the tap not got a rubber o ring that fits into a groove on the base of tap.
which stops you having tap straight on to the ceramic and cracking basin when tightening.

if not use a clear silicone on base of tap fit into place tighten then wipe excess of the basin.

No O ring on the base of the tap.

instead of silicone couldn't I buy a washer too?
