Waste outlet pipe cement or silicone

I have just finished putting a replacement kitchen sink in and had to make another hole for the plastic waste outlet, my question is it normal to cement the plastic pipe in or do you put silicone round the pipe?

How large is the hole compared to the pipe ?
A few mm then silicone, oversized hole then cement.
