Waste pipe through subfloor - should it be sealed with DPM? Bonus points for advice from builders/professionals!

First of all - thanks for reading. I'm an amateur DIYer so please forgive me if I use the wrong terms or just generally sound like I don't have a clue... I basically don't :LOL:

I bought a (brand new) new-built house in September 2024 and have had numerous issues with the company - fobbing me off, bodged jobs and absolutely appalling workmanship on the original building side of things. So I'm a little un-trusting with this company now and need to get some facts straight in a non-biased way.

I had a hole behind the ground floor WC toilet which has since been filled and covered with skirting as I complained about it. I also (at the time) had an inspection from a Deputy Site Manager in regards to the findings when I guided an endoscopic camera through the hole. (please see attached video - if it uploads ok!) You can see on the video that the camera comes up the side of the waste pipe, through the DPM and then back through the wall (plasterboard).
My question is, should the DPM be sealed around the waste pipe to prevent any water/air creeping up the pipe or anything or is it fine how it is?
I was advised by the Deputy Site Manager that it is fine and it doesn't need to be sealed directly to the waste pipe. However I was advised by someone else, albeit not someone professional, that it should be sealed with jointing tape. (or something?) So I'm now not sure. I asked for the DSM's advice in writing and now he apparently "no longer works for the company."

I'd really value expert DIYers or builders particularly but if anyone can give me an insight or guide me to a place where I can find out the facts, I'd be tremendously grateful!

Note: In case it affects the answer to my queries - the WC is situated in the centre of the property, on the ground floor. So no external walls nearby. The wall that the toilet backs onto is the utility room.
