Water cylinder confusion (not fully heating) (Ed.)

Hi there’ I live in an electric only apartment. I travel a lot for work and a few months ago the cylinder wasn’t heating water so I got it fixed.

Water was working well prior to going away again recently for 3 weeks (it’s just me in the flat).
Came back yesterday and used the shower this morning and water started to go cold much quicker than normal. Went into the cupboard to look at water tank and could see that the electrician had left the peak and off peak switch on.

I did not notice this months ago so it’s been on like this ever since. I’m now thinking that because the peak switch is on the whole time does that mean that the larger part of the tank’ which is off peak doesn’t heat up? I’m now worried about legionnaires in my tank especially as I’ve been away for 3 weeks and if it’s not been heating up fully. Any thoughts on this? Am I wrong?
 
If you previously had plenty of hot water for months with the switches set as they are ,then something has changed. Get the electrician back

To be honest I only got home yesterday evening and only really ran the shower to clear it a bit. I’ll have a proper shower in the morning. The tap in kitchen runs hot for quite a while.

I’m just wondering if the off peak facility would still heat overnight even though the peak is on
 
The off peak immersion element would heat the water if it's thermostat isn't satisfied, and if it is physically situated low on the cylinder it very likely wouldn't be satisfied and would heat the water.
 
Please also note that they are in the process of turning off the old economy 7 and 10 teleswitching meters, as the BBC is turning off the Long Wave radio frequencies that they use to switch over. Just in case you don't have a smart meter.
