Hi,
Just moved into a house built in the 60s, turned off the external stopcock, pressed the cold water tank ball cock valve and nothing came out, went downstairs and tried downstairs kitchen tap and it trickled to a stop, tried the bathroom tap and it worked fine (comes from water tank I assume) then tried the kitchen tap again and it worked fine?

Just trying to understand it all because my internal stopcock has snapped and is inaccessible so I’m trying to see if it’s possible to put it further up the pipeline in a different position but I need to know what feeds what first

The existing stopcock you turned off might be letting by. Usually kitchen tap is fed from the mains water supply to be potable (drinking). If you've snapped it and it's still in the same position you could encounter some problems. There's usually (not always) a boundary stopcock that can be turned off. Failing this, a freeze kit may prove useful.
 
There might be some residual pressure from the main stopcock which is why the kitchen tap worked the second time, but not enough to overcome gravity to reach the tank in the loft
