Water heats up but rapidly cools

So any clues on this one. My plumber does not seem to have a clue!

The system runs on a Horstman BX 90 water heating boost control unit into a metre high copper cylinder tank. The system turns on during off peak and you can turn a switch for a boost during off peak (up to two hours). these both work and the water is heated in the immersion cylinder.

The cylinder has insulation surrounding but is a bit tattered at the top, but has always been like this. There does not appear to be any leaks.

the system was shut down for approx. 4 days whilst the bathroom was out of action and has not worked properly since.

Plumber thinks it might be that the immersion is not working correctly but is really not sure!

Hope you can help??
