Could any water left in pipes after pressure testing cause split burst pipes?

Yes but only if it froze rapidly enough to swell and burst the pipe.

The pipes wouldnt be totally full of water just some in the drops. Not lefted at pressure

Could the water not expand.up the pipes as there'd possibly only be.water.in a couple of.drops.not.the hole.pipework

Not really, if the pipework is nowhere near full then there is plenty of room for expansion
