water main valve

i want to use a vent pipe from the water main valve/filter?
pics attached





i see there is a manual vent valve on the top of the filter? and if i open it water goes via a pipe to outside...
i would like to attach a garden hose to this and detach after use and then close down the valve on the filter?

there is no outside tap and i have to put the hose on a downstairs loo sink...which means opening a window and all the faffing about that means

You need to fit a proper outside tap. Using that is illegal, and repeated use will probably cause it to start leaking, you wont be able to shut it off.

An outside tap needs an isolation valve inside the property and a double check (non return) valve to comply with regulations. If you really must, fit an outside tap kit, such as: http://www.screwfix.com/p/outside-tap-kit-brass-15mm-x/33139?_requestid=779492 or get a plumber to fit one properly.

that is a concise and well advised answer
i had some reservations about that pressure relief valve being compromised and just needed someone with good judgement to advise against it..

i will go a different route, and thanks for the link
