Water pipes in Victorian conversion

Hi, i am hoping for some advise. I live in the lower ground of a Victorian conversion and cannot sleep in my bedroom due to the noise of water pipes. When the house was converted, the pipes for the 2 flats above were all put into a wall cavaty which runs up my bedroom wall. This means that everytime someone showers, puts the washing machine on, well any water at all there is the pressure noise (now also water hammering has started) but it is so loud I cannot sleep. I was considering sound proofing (there is none) but I don't know if that will completely resolve it. Has anyone resolved this or can give me any advise at all?
 
My only suggestion is to talk with your upstairs neighbour, perhaps let them come in and hear what you are talking about, so between you, you might find some way to cure some of these unwanted noises.

Pre-formed foam pipe lagging perhaps, accessed from their flat pushed down the cavity, extra pipe clips to unfixed pipes.

Some times, just by adjusting the flow of water at the stop cock can vary the noise/vibration/acoustics. Also if they have changed a cistern valve diaphragm in the loo recently can also change things, again, cured by adjusting the inline ball stop valve.
Talking and and having access to upstairs will be the best solution.
