water pipes live

Hi ,
got a phone call from a friend tonight to say he is getting a little shock from his water pipes and his toilet sink, thought I would run this by you all for help.
I'm not sure what voltage it is, it's just a wee tingle he says. Do you have any ideas what would cause this and how to fix it.

get the earth bonding checked out. this could be the source (bad earthing)

new carpets or laminate fitted in or near the bathroom recently?
