Water pooling on garage roof

We have a flat roof over our garage which is OSB covered by a large sheet of rubber (EPDM?). In areas it looks like the OSB has started to sag which is causing the water to form pools on those areas, after a while we then start to get drips on the inside of the garage.

Is there a way to either stop the water penetrating or fix the affected areas without replacing the whole roof?

As you can see, the OSB has started to 'sag' which is causing the pools which then eventually causes damp on the inside. Not sure if it's the water penetrating or it it's condensation.
 
Looks like water penetration, the edge detail looks like a weak point, epdm won't leak unless pierced or failed joints.
The boards will need replaced and more robust support installed.

Remove what you have as its inadequate, and put back corrogated cement sheets.
 
Agree with above comments - the roof structure itself is not man enough and will waft and 'diaphragm' when it's windy. Not good. Probably the reason for failure.
