any suggestions appreciated!

the tank is only half meter above the cylinder and the water presure available at the hot and cold to the pump are a lot different (cold much more). have tested this just by taking off the supplies to the pump one at a time so its not to do with the way its plumbed in just that the water flow to the pump is less for the hot. its like there is a blockage in the supply to the cylinder or from the outletpipe of the cylinder.

is it safe to supply the shower head direct from mains and pump the supply from the tank to the cylinder there by pressurising the cylinder?

or is it normal for this situation because as i undestand the physics of the system the effective head of water should be the same for both hot and cold apart from a slight drop due to the longer path the water must take through the cylinder

Wouldn't work, and no it wouldn't be safe if it did! You can pump both hot and (tank fed) cold, using a double ended pump.
 
the system currently pumps both but just the water flow to the hot is much less than to the cold supply to the pump, why is this?

The cold water feed to your cylinder has to push the volume of hot water up the outlet pipe so obvilously this reduces the hot water rate.
