Water tank in loft - needs reinforcing?

Hi all

I was topping up the insulation in the loft over the weekend, and noticed this shelf holding up the water tank. It all feels bone dry and not damp, so unsure if previous repairs had been done (we purchased and moved in earlier this year). It does look dark, which makes me think it's fairly recent, but not sure. Thinking of placing some paper towels around and periodically checking them.

Based on this photo alone, does it look like it needs replacing? Or reinforcing?

Chipboard loses its integrity when it gets wet which is why it shouldn't be used for cistern bases. You have a leak which needs sorting out but really, the cistern needs draining and the chipboard replaced with marine ply.
