Water tank overflowing--need help

Oh men I am no plumbing expert but I recently noticed that my outside drainage ( where all the water from the house passes through), was constantly leaking water, like when a tap is on. I did an inspection of my property and all taps were turned off. The central heating is not on. On visiting the loft where the tanks are located, I noticed that water is constantly coming into the tank non stop. This is irritating as I have a room in the loft and you can hear the water day and night. I opened the tank and I can see the ball valve but I don't think that it is stopping water as the tank is filled up and no water is being used. I want to install a water meter and this is not helping. Any advice on what I should do?
