After all the recent rain i was in the garden earlier , our lawn is flat and level , next doors has a raised section at the end of theirs about 5 ft high by 11ft width and i noticed a small square ( 2" by 2" ) pipe coming through the dividing garden wall about 6 inches from the bottom of the wall opposite to their built up section , and absolutley gushing out with water onto our lawn ( its created a freakin furrow ! )
As we back onto fields i expect a certain ammount of run-off and went out and cleared the stream about 15ft sideways from our back wall so the water was flowing properly...now im not saying this was causing the problem as its more the issue im thinking of ?
Is he allowed to drain off onto my property ??

probaly not, shove a large spud up it and see how he likes it :LOL:
 
absolutely not.check with city inspection, or if your friends you might get together and dig a trench about 20 ft long 18 x18 square fill with coarse stone to half depth, lay weeping tile full length to source of water complete filling in trench leaving a few inches for dirt or topsoil and grass
