Watermark on rafter

Whilst in the loft today I have noticed there is a strong water mark on a rafter. It feels wet to touch and checking with a moisture detector confirms its wet.

The rafter would appear to be immediately adjacent to our loft conversion (3.5 years old now). I will contact the loft conversion company who will hopefully look at it but in the mean time I was curious to where the problem is likely to lie and how to fix it.

I'd say the guttering would be better off reversed with a downpipe into the other gutter.

Gutter discharging towards roof seems illogical as it could force it under the tile.
