It's no use applying it to the joints that have no weeds, it needs to get on the green bits of the weed.
Noted. Do I have to wait for them all to come back before digging out the soil and roots?
 
I drenched the joints with Weedol.

and spray, on the leaves - it only works on the growing leaves.

It works by being absorbed by the leaves, the leaves then take down to the root, and kill the plant, starved of moisture. The root will not absorb it via the soil. You should never strip the leaves off, cut them, or etc., they are essential for the weed killer to work.
 
Don't do anything, apart from wait, until the weeds reappear, then spray - wait 10 days, and they will be brown, dead, dry and crisp.
