Weird Water phenomenon

Hi guys,

My sister has been encountering a weird water phenomenon in her bathroom. Brown water stains keep appering around her bath taps and surrounding area.
This is not after the taps have been on.
She'll clean the bathroom (including drying the bath for some reason!), then after a while she'll go back to the pictures posted.
It appears to be coming from the tap but is covering a wider area.
Have any of you come across this before?
(I've already told her the waste need to be tightened/replaced).

Then again, the same thing happened in my generation with "Wicked".
