The power lead for a welder has two small fly leads crimped on to the live and neutral supply conductors (The little black leads)

These fly leads are then connected to the earth connection, via thoses blue electronic components,

Whats happening here, it appears live and neutral are connected to the earth

The little blue components are each a suppressor or spike reducer to reduce the amount of electrical noise that the welder feeds back to the mains supply.
