Wet patch on living room wall!

Hopefully someone can help!
For a long time not i have been sufering with a couple of wet patches on the wall in the living room.
These dont seem to be getting worse, they dont get mouldy ( apart from were i covered one to see if the moisture was coming from inside or through the wall! ) and i dont know what to do!

My flat is a ground floor one, there was a history of damp, and a local company has done some work on the walls about 13 years ago. there is also a trence dug around the base of the house filled with gravel.

the same company who did the damp work came to look at my patch, they said it was caused by a leaking drain pipe. i fixed this and also re cemented a section of wall were the rain dripped onto. i have left it months since then, and i have had a de-humidifier running, to see if it was just excess water still coming though. but its not
on the outside of the walll is two plastic boxes that house the gas and water meter for the flat upstairs.

i have attached two ( not great ) photos.

The sill looks mickey mouse, probably windows installed with the boxes already there so could not seal window correctly or possible pipework from boxes not sealed around where it enters property.Could also have condensation off internal sill running down walls , any ventilation in room?

The window seals were fitted after the boxes, i had double glazing fitted a few years ago.
there is no ventilation in the room, all the other rooms have a vent, but this one has no vent, i also dont have any fans in the flat. i placed a sheet of clear plastic bag over the wet patch as someone said to do this and see if the moisture was coming from inside or outside, there was no moisture on the room side of the plastic, but the wall side became mouldy. there appears to be no internal condensation in the living room.

The damp is the length of the sil, so maybe it is something to do with that :/

also pipework is a thought, mmm, could be a number of things couldnt it, not as easy as i though!
 
After mentioning about sills I checked the sills and can see that the sealant used between the wall and the sill has come off! Maybe this is why it is leaking! Can anyone suggest a good way to deal the upvc sill to the concert wall??
