How dry should the second coat be as mine has dropped to the bottom of the wall

Flick it at the wall. If it splatters it's too wet. If it doesn't stick - it's too dry.

If it sticks just right - it's just right.

What mix do u use is it 5 sand 1 cement 1 lime

if you put water retarder in the scratch coat then i'm afraid this will happen, particularly in winter.
