What are these fixings called??

Hi, to save us from throwing out a clothes airer which was surprisingly expensive, can you advise what this type of fixing/rivet is called? (In picture below)

And also where I might get one.

And would I need a specialist tool to fit it? I do have a rivet gun, but I don't think it's that. There's a splayed end and the other end has a rounded cap.

I tried a bolt and lock nut for a while but it stuck out too much compared to that rounded cap on the original.

I think they're (semi-) tubular rivets.
Here are some that are 23mm long:

A problem is that you might find them difficult to fit without buying an expensive tool. So replacing them with nuts & bolts might be easier. Maybe a coach bolt with some glue on the threads.

I bet those rivets posted could be expanded as a one of with some careful work with a small ball pein hammer.
