What exactly is 'outline' planning permission?

Hi

I sometimes see properties or land described as having 'outline' planning permission. What exactly does that mean?

Applications for outline planning permission seek to establish whether the scale and nature of a proposed development would be acceptable to the local planning authority, before a fully detailed proposal is put forward.

In essence, you put forward a general outline of what you have in mind and they decide whether that fits with policies etc. In the case of bit of land being sold, it means they can get outline permission for (say) a house of a general size and style - thus assuring the prospective purchaser that they can build <something>. The purchaser would then need to work out the details and put in for approval of them.

So let's say you wanted to get outline planning to demolish a house and rebuild as flats.

Would you then just apply for a building of a certain size and shape (without the actual number of flats) and let the next person worry about the actual number of flats he could sqeeze out of it?

No you are applying for an in principle permission, so you would need to demonstrate how many flats with how many bedrooms and with how many parking spaces as you would need to demonstrate the impact upon local infrastructure and this is the kind of information that would be required in order to gain approval. But not detailed drawings showing the finer details.

Furthermore, what developer would buy some land that merely had permission for ‘some flats’? As the number of flats and their size etc will determine his profit and will effectively drive the price of the land.
