What floorboards to use?

Hi, I'm in the process of replacing a chipboard floor which in some parts had suffered from damp due to a cellar below. This is in a property which will be a commercial unit.

The existing floor is chipboard 8X2 18mm. Would this be adequate or am I better of replacing with plywood or something else?
 
If the joists are sound I would go with 18mm plywood, maybe treat the underside first with a sealant, and lay strips of damp proof across the joist tops first.

I am not a builder so someone else may have a better idea.
