The rules have always existed that soil is not permitted from outside the eu.
This Government agreed that NI could remain being regarded as subject to eu rules as part of it's withdrawal agreement.

The problem is a legal one.

The UK is now a third country and the EU are applying the same rules as they do for all other third countries.

The rules have to be applied consistently. The EU don't know if the UK now allow GM foods, dangerous weed killer or import soil bugs....because UK and EU rules are no longer connected.
