Sounds like there's a damaged cable and he's trying to cut into it further up from the bitey end to separate the conductors and stop the Rice Krispies sound effects?

so could the wire have ben snapped in half, and lets say the live and neutral keep shorting out - (hence the crackling) and this bloke is going to snip the live wire further up the cable, thus stopping it shorting out
i suppose it probably is not that dangerous - just looks a bit mad (I guess there is no off switch near by)
a rubber mat, runner gloves and some well insulated snippers and a bit of confidence
